PEAR Foundation Class Proposal
I made a proposal to the pear-dev mailinglist about PEAR Foundation Classes (aka PFC). The main idea behind it is to provide some kind of badge to well-established, well-reviewed, well-written and well-documentated code within PEAR. Here's the initial thread.
UPDATE: Just rewrote and extended the document. You can read it here

exactly. it always struck me as odd what kind of code made it into PEAR. i hope this proposal brings back the quality.

Gregor,
just to prevent a misunderstanding: The PFC will of course not prevent people from contributing code that is not absolutely state-of-the-art, but it will provide PHP users with a concentrated subset of PEAR, which is in fact state-of-the-art.
